In communities across Florida, local leaders and residents face significant hurdles in developing effective disaster resilience strategies. Municipalities, especially those along the coastline, grapple with limited resources to develop and implement emergency preparedness programs. Rural areas, such as those in the northern regions of the state, often lack access to necessary funding, expertise, and awareness regarding available resources. These communities typically face unique challengessuch as connectivity barriers due to limited transportation and resourcesthat hinder their ability to bounce back from disasters.

The barriers to effective disaster preparedness affect a range of stakeholders.
