The Federal Emergency Management Agency (FEMA) notes that, during Hurricane Irma in 2017, nearly 6.5 million Floridians were ordered to evacuate, highlighting the need for improved preparedness and response strategies in vulnerable communities.

Who faces these barriers locally? Residents in Florida’s coastal towns, such as Key West and Naples, frequently encounter the brunt of hurricane threats, but low-income neighborhoods often experience compounded risks.
